Delhi Chief Minister Arvind Kejriwal on Saturday said that Aam Aadmi Party was the first political party in the history of independent India to hold a public meeting on the twin issues of schools and hospitals, adding that no outfit had ever raised these issues from a political platform over the past seven decades.Addressing the gathering at Gaushala Ground here, Mr. Kejriwal said the political parties hold “Hunkar rally”, “Parivartan Rally” and “Vikas Rally”, but AAP was the first party to hold “School-Hospital Rally”, adding that the people sitting in the sun for several hours showed that they wanted change in Haryana, having tried and been duped by all other political parties.He said the private schools in Haryana were charging exorbitant fee and similar was the situation in Delhi when he took over as Chief Minister, but he did not allow these institutions to increase the fee over the past three years. “We conducted the audit of the private schools in Delhi and made them return the overcharged fee for the past ten years. The families were pleasantly surprised to receive the cheques a decade after their wards had passed out,” said Mr. Kejriwal, adding that his party would improve the condition of the schools in Haryana as well in the event of coming to power.Mr. Kejiriwal also touched upon the issue of government hospitals and Mohalla Clinics in Delhi and invited the people of Haryana to come over and see the change for themselves. “We are offering all kinds of treatment in government hospitals free of cost for the rich and the poor,” he said, adding that “the chest of Delhiites had swelled with pride” and sought to know as to why the current Bharatiya Janata Party government and the previous governments of Congress and the Indian National Lok Dal had failed to bring about this change. “All parties previously indulged in corruption,” he alleged.Saying that his government gave ₹1 crore each to the martyrs, Mr. Kejriwal, in a scathing attack on Prime Minister Narendra Modi for his “56-inch chest” remark, said he had not kept his promise before the 2104 general elections “to bring heads of ten Pakistani soldiers for every head of Indian soldier cut by them”.The Chief Minister also raised the issue of recent chilli powder attack on him and alleged that it seemed to be a conspiracy by the Union government responsible for his security. “I have been attacked four times in two years. It never happened to any Chief Minister. Since my security is the responsibility of the Union government, I sometimes feel as if they are behind this,” said Mr. Kejriwal.
Assam Chief Minister Sarbananda Sonowal on Friday instructed DGP Kuladhar Saikia to ensure prompt and stern action against the miscreants who assaulted two journalists 540 km apart on Thursday night.Miscreants wielding sharp weapons attacked Rajen Deka, a correspondent of Assamese daily Dainik Asom in western Assam’s Mukalmua, while a group of inebriated youth assaulted News18 TV reporter Upasana Barua Goswami along with her husband at an eatery in Tinsukia.A bleeding Mr. Deka was admitted to the Guwahati Medical College Hospital where his condition is said to be stable.One of Mr. Deka’s neighbours, who is absconding, is suspected to have orchestrated the attack over his Lok Sabha election-related reporting. In the Tinsukia case, the youth assaulted Ms. Goswami and her husband after they asked them not to be boisterous and disturb others in the restaurant. The police in Tinsukia said they have arrested the four people in the case.Condemning the attacks, the National Union of Journalists India and Journalists’ Association of Assam expressed serious concern over the rise of crime against media persons in the State and demanded the introduction of the Journalist Protection Act.

The DC top-order comprising of Shaw, Pant, Shikhar Dhawan and Shreyas Iyer has been amongst the runs this season with an astonishing 1751 runs between them in IPL 2019. But what they have in abundance – innovation and intent – has also at times proved to be the problem.All the four batsmen have been found getting dismissed attempting a rash shot or two on different occasions of the tournament. While Pant has copped a fair amount of criticism for his inability to finish games, the others have not been found to be particularly intent on playing the long innings as well.advertisementTo be fair to DC, they do seem to be learning from their mistakes though. The way Pant has tried to shepherd the innings after his initial failures has been a welcome sight. Prithvi Shaw who missed out on his maiden IPL ton earlier this season needs to come up with more such performances. The likes of Colin Ingram, Colin Munro and Shreyas Iyer have also scored when mattered but against a side like CSK, they all need to be at the top of their game. Story Highlights Jamaica has been selected by the World Intellectual Property Organization (WIPO) to host the Intellectual Property and Creative Industry conference in mid-November, at the University of the West Indies, Mona campus.Biennially, various countries bid to become the host country of the conference and this year, the Jamaica Intellectual Property Office (JIPO) bid was deemed successful.“Jamaica is highly regarded by WIPO as they see the potential here and the work by JIPO,” Copyright and Related Rights Manager at JIPO, Marissa Longsworth, told JIS News.She added that Jamaica has been pushing for its national laws and policies regarding intellectual property, to be developed in order to enhance its business environment.In terms of attendance at the upcoming conference, Ms. Longsworth outlined that Latin American nations, all the English and Spanish speaking Caribbean countries as well as Haiti are expected to participate.“It will definitely benefit us (Jamaica) to have such a collection of experts and knowledgeable persons who can contribute ideas and concepts that can create the environment necessary for a successful creative industry and IP usage, especially with the birth of animation in Jamaica,” she said.WIPO, she noted, will provide the speakers, experts and sponsor some of the delegates from the various IP organizations in the Caribbean, which will attend the conference.The conference, which will last for three days, will facilitate discussions and sessions on various IP-related issues, including Valuation and Collateralization of Intellectual Property, Choreography & Intellectual Property and Benefits of IP.Jamaica will also host the Ministerial Conference in November 2014, with representatives from the various WIPO nations converging to discuss pertinent IP issues. zoom UK’s ship owner and operator Union Maritime (UML) has secured a deal with Pacific Green Technologies Marine (PGTM) to pay for an emissions control system through the cost savings it delivers.The arrangement involves PGTM fitting the ENVI-MarineTM emissions control system (scrubber), worth USD 1.9 million, free of charge to Union Maritime’s 13,000 dwt chemical tanker Westminster in the first quarter of 2017.The system will be fitted to the vessel’s main engine where it will remove sulphur dioxide from the exhaust gas emissions to a level that meets the Sulphur Emissions Control Areas (SECAs) requirements.UML expects that the system will enable the tanker to continue burning the lower cost heavy fuel oil instead of switching to the higher cost low Sulphur fuel, to generate savings of around USD 2,700 each day when operating in SECA.Under the agreement, UML said it would operate the vessel for a minimum of 145 days each year in SECA for the duration of the deal, thereby generating this daily saving.The company will then pay the full cost savings that the system generates to PGTM until PGTM has received a total of USD 1.9 million.UML has agreed to purchase up to a further ten systems from PGTM.

Geschlossene Investment KG (Reederei) have been indicted for falsifying pollution records.According to the United States Department of Justice (DoJ), the charges stem from the falsification of records in 2016 and 2017 designed to cover up overboard discharges of oily mixtures and machinery space bilge water from the Liberian-flagged cargo vessel, M/V Marguerita.As stipulated in the nine-count indictment returned on August 22 to a federal grand jury in Portland, Maine, the vessel’s management company, MST, and the vessel’s owner, Reederei, are charged with failing to maintain an accurate oil record book as required by the Act to Prevent Pollution from Ships.“On at least eight occasions between September 2016 and June 2016, the M/V Marguerita entered United States waters and ports with a false and misleading Oil Record Book available for inspection by the U.S. Coast Guard. The Oil Record Book failed to accurately record transfers and discharges of oily wastewater on the vessel,” the DoJ said.The companies were also charged with falsification of records with “the intent to impede, obstruct, or influence inspections and examinations” of the M/V Marguerita by the USCG.MST specializes in ocean transport of bulk cargo and its fleet comprises bulk carriers and multipurpose vessels.M/V Marguerita is a single decker bulk carrier, built in 2016, and features 27,674 mt in DWT.World Maritime News is yet to receive a statement on the matter from MST.
zoomImage Courtesy: Port of Tilbury/GRAHAM The construction of the Port of Tilbury’s new multimillion pound port terminal, Tilbury2, will begin immediately after the UK-based company GRAHAM was appointed to carry out the work.In late February 2019, the port received development consent from the Secretary of State for Transport to build the new port.The project will involve the creation of a new port terminal and associated facilities on land at the former Tilbury Power Station on the north bank of the River Thames at Tilbury.When operational in spring 2020, Tilbury2 will be the UK’s largest unaccompanied freight ferry port and the country’s biggest construction processing hub.GRAHAM has been awarded the contract for both the Terrestrial and the Marine Package. The Terrestrial contract incorporates a roll-on/roll-off (RoRo), highway works, the relocation of the existing railhead, and a fixed structural steel bridge to the linkspan. The Marine contract includes works within the tidal estuary beyond the existing sea wall/flood defences, including a floating pontoon, link-span/articulated bridge, associated pilings and river bed preparation for the berth.“Tilbury2 is a significant project for our business and our customers… There is a great deal to do over the next 12 months and we look forward to opening our new port in 2020,” Charles Hammond, Chief Executive of Forth Ports Group (owners of the Port of Tilbury) said. “The Tilbury2 project is a complex scheme that will facilitate the expansion of the Port of Tilbury and support its continued local, regional and national economic growth. We look forward to working collaboratively with The Port of Tilbury and local stakeholders to deliver this transformational scheme,” Michael Graham, GRAHAM Executive Chairman, commented.Tilbury2 is central to the Port of Tilbury’s GBP 1 billion (USD 1.3 billion) investment program during 2012-20.
LACOLLE, Que. – Almost 7,000 asylum seekers have been intercepted at the Quebec-U.S. border in the last six weeks, authorities said Thursday.The RCMP’s Claude Castonguay said the force intercepted more than 3,800 people between Aug. 1 and 15, while the nearly 3,000 in July were almost quadruple the 781 from June.“They’re unprecedented, we’ve never seen those numbers,” Castonguay told a media briefing in Lacolle, a Quebec border town at the forefront of the influx of people filing into Canada from the United States.“Even though our officers are patrolling 24 hours a day, all year long, we’ve never seen such numbers coming in.”Castonguay said an average of between 200 and 250 people have been crossing each day, compared with about 500 at one point.The vast majority of asylum seekers — between 80 and 85 per cent — are Haitians.In the United States, the Trump administration is considering ending a program that granted Haitians so-called “temporary protected status” following the massive earthquake that struck in 2010.Groups that work with migrants say those spilling across the border are fearful of being returned to an uncertain future in Haiti as early as next January.Many of those people are being lured to Canada with false information about what awaits, Immigration, Refugees and Citizenship Canada spokesman Louis Dumas told the briefing in Lacolle.He noted that about 50 per cent of Haitians who sought refugee status in Canada last year were refused.“Coming to Canada, asking for asylum in Canada is not a guarantee for permanent residency in Canada,” Dumas said.“If people in the States, in certain communities, would like to Canada and become permanent residents, it’s very important they do so through the regular channels.”That said, Dumas said those asylum seekers are permitted due process and there is a robust system in place to deal with them.He noted Canada selects about 300,000 immigrants yearly to come to Canada as permanent residents.“We are an open and welcoming country,” Dumas said.At a later news conference in the same area, federal Transport Minister Marc Garneau announced a 300-room temporary shelter will be set up in Cornwall, Ont., while about 20 other immigration officers will be added in Montreal to help cope with the crush.“It’s important Canadians know that this is a situation that, yes, is out of the ordinary, but is very much under control,” Garneau said.The minister also announced that Canadian consulates in the United States will continue to work to ensure that those who want to seek asylum in Canada know the rules in place.“Unless you are being persecuted or are fleeing terror or war, you would not qualify as a refugee and it’s important to combat that misinformation that is out there,” he said.“Imagine if you’re a family coming to Canada thinking you just have to come, and you are (then) told you do not qualify, it is a very difficult human drama to live.”

The report, Informal Justice Systems: Charting a Course for Human Rights-Based Engagement, argues that informal justice systems in countries such as Bangladesh, Ecuador and Malawi, among many others, “may be more accessible than formal mechanisms and may have the potential to provide quick, relatively inexpensive and culturally relevant remedies.”Women, children and minorities in particular benefit from the impact of these systems, the report says, providing a source of empowerment for vulnerable populations.“Informal or customary justice systems are a reality of justice in most of the countries where UNDP works to improve lives and livelihoods and government capacities to serve,” said Assistant Administrator of the UN Development Programme (UNDP), Olav Kjorven. “The evidence in this report illustrates the direct bearing such systems can have on women and children’s legal empowerment, covering issues from customary marriage and divorce to custody, inheritance, and property rights.”The report – commissioned by UNDP, the UN Children’s Fund (UNICEF) and the UN Entity for Gender Equality and the Empowerment of Women (UN Women) and produced by the Danish Institute for Human Rights – is the most comprehensive UN study on this area of justice to date, UNDP said in a news release. The report draws its conclusions based on research carried out in 18 developing countries. “There has been little research or literature on children and informal justice systems to date, and this study is important in beginning to document the issues around children’s engagement with informal justice systems,” said UNICEF Assistant Director Susan Bissell. “Reconciling the procedures followed by informal justice systems with children’s rights, and ensuring that international standards about children and justice are implemented, is a challenge that the report clearly documents.”Both formal justice systems – government-supported laws, police, courts, and prisons – and informal or traditional systems can violate human rights, reinforce discrimination, and neglect principles of procedural fairness. “The efficacy of working with informal justice systems requires that it be complemented by engagement with the formal justice system and with development programming that addresses the broader social, cultural, political, and economic context of informal justice systems,” the report says. Surveys in Somalia, it notes, found up to 80 per cent of the population preferred arbitration by clan leaders to engagement with the formal justice system.The report points out that formal and informal justice mechanisms need to learn from and cooperate with one another to widen access to justice and protection of human rights to all citizens. Broader development initiatives in education and health may also help change the way informal systems are structured and help create an environment where human rights can be respected.“The crucial value in this report lies in its emphasis on what can be achieved in terms of improving access to justice and human rights through informal systems,” Mr. Kjorven said. “Changes should be evaluated over the long term, but training adjudicators, increasing the number of women in decisions-making posts, empowering paralegals and women’s groups to monitor and engage with customary leaders – all these efforts will continually improve individual and communal experiences of justice.”
